The FCC cannot prevent the broadcast of any particular point of view even if the message sent can and will cause harm to the user exposed to it ( imagine a voice hearer in distress being told by an online group their neighbors are aiming a mind control device at the brain).  One might say the FCC has failed us and a new type of commission must be formed and useless 'window dressing' agencies should be dissolved.
