A Rant About Bystander Jim & Oswald's Torture At Arkham
Jim Gordon letting Oswald get tortured and not investigating his claim that it was happening was so glossed over in the show.
And whether Arkham Asylum is a hospital or prison, medical abuse shouldn't be allowed to transpire there. It's not ethical and never gonna just hurt the people Jim Gordon doesn't like.
One of Jim's defining traits is supposed to be not being a bystander but they just threw that out the window. Then they just never addressed it.
