Inpovs are Involuntarily Poor Folk who feel their looks and 'shit genes' made them unemployable.
In Gotham City a task force is called in to track both self confessed InPovs and ones who might one day identify as such.
The Gotham Cybercrime Division collects photographs of would be InPovs from the schools ( some woudl be Impovs as young as 4 are put on a list )
The Gotham Police are unaware the term was created by Biff Bevan , a Crane Science alum to nudge pre- crime along.
