Through the development of a range of behavioral testing paradigms, we have achieved the ability to effectively disarm even the most fearless criminals, thereby enhancing the safety of our cities for all citizens, particularly the elderly who are often targeted by predators. Decades of research have also yielded non-lethal methods for inducing fear and temporary distress in angry mobs, resulting in cities becoming safe havens not only for heavily armed criminals, but also for law-abiding citizens. We are also engaged in social investigations into less extreme human behavior, such as consumer behavior, and collaborating with substance abuse experts in Gotham to explore the use of neurotechnologies to assist drug addicts in learning self-control through the use of biotech and telemetry, which was once only conceivable in science fiction. By designing smart structures with intentionally hostile architecture, we can deter crime and further enhance the safety of our cities. We are also testing the use of sound, light and microwaves in urban areas to discourage gangs from congregating in blighted areas. By utilizing cutting-edge technology such as cameras, sensors, and citizen self-reports to track basic physiological mechanisms underlying human behavior, we can work in conjunction with smart city mechanisms to establish a more humane and secure city for all.
