The definition of a smart city, which at the beginning referred mostly to its technological context, shifted to focus mostly on people, with Information and Communication Technologies  acting as tools to drive citizen engagement and participatory governance schemes, as the city cannot be truly smart without effectively harnessing the power of its social capital.
