The Adult Protective Services  Act requires Pennsylvania's Department of Human Services (DHS) to create a statewide program of APS Agencies to detect, prevent, reduce, or eliminate abuse, neglect, exploitation, and abandonment of adults with disabilities between 18 and 59 years of age.
